1. GENERAL OBJECTIVES
1.1 To be the main machinery of IT programmes of the Ministry as well as its departments and agencies.
2. OBJECTIVES OF THE DIVISION’S OPERATION
2.1 To equip the Ministry as well as its department and agencies with the infrastructure, equipment, software and system that are compatible with the electronic government.

2.3 To use IT and office automation to enhance the efficiency in administration, management and in monitoring of the country’s information sources so that the Ministry can serve as the country’s main information provider.
2.4 To make IT as the mechanism for collection, analysis and dissemination of correct information to the people in order to increase understanding and involvement of the society in Government activities.
2.5 To make the Ministry as the main force behind IT culture among the people at large which it will undertake through various activities.
2.6 To produce IT personnel who are competitive, at the same time develop the Ministry’s staff who are IT literate and savvy.
3. CLIENT’S CHARTER
3.1 To resolve IT equipment-related problem within three days after date of report.
3.2 To resolve software-related problem within three days after date of report.
3.3 To resolve problems related to information application system within three days after date of report.
3.4 To resolve e-mail and Internet-related problem within two days after date of report.
3.5 To develop a new application system within four months after date of report.
4 FUNCTIONS
4.1
Prepare the Ministry’s Information Technology Strategic Plan.
4.2 Streamline and integrate the Ministry’s Divisions, Branches and Units.
4.3 Develop, coordinate and manage IT systems and infrastructure.
4.4 Preserve the integrity of electronic data, promotion of information sharing and provide measures for electronic dissemination of information.
4.5 Sit in the Main Committee that drafts policies – reports directly to the Deputy Secretary-General (P).
4.6 Promote the use of IT as an agent and pioneer for change.
4.7 Lead and engage the Ministry in the Government’s efforts in developing IT and implementing its projects in the public sector which will bring about change in the Public Services.
5 Systems and Multimedia Development Unit
5.1 Identify, plan and analyse the needs of users.
5.2 Prepare the specifications for systems that will be developed.
5.3 Develop and test the proposed system.
5.4 Prepare documentation systems and user’s manual.
5.5 Develop, administer and coordinate the Ministry’s website.
6.
Network / ICT Security Unit
6.1 Plan, manage and administer databases, networks and ICT security.
6.2 Undertake studies for capacity and network needs.
6.3 Maintain database software and network inventory lists.
6.4 Coordinate and monitor the implementation of overall system and network.
7. Technical Support Unit
7.1 Manage the provision and technical evaluation for procurement of equipment, software and computer accessories.
7.2 Monitor the performance of existing systems.
7.3 Identify the requirements for equipment and software by the Ministry’s Divisions /Branches / Units.
7.4 Provide technical assistance services.
7.5 Implement training and IT acculturation programmes.
7.6 Provide helpdesk services.
7.7 Maintain computers and printers.
7.8 Manage input of data into the systems at the Ministry’s Divisions / Branches / Units.
7.9 Manage the e-mail system for the Ministry, as well as administration, human resource management, asset management; and financial management divisions.
